CHALLENGE TO DEVELOP A NEW PUBLIC ORGANIZATION MANAGEMENT IN THE ERA OF DEMOCRATIZATION

BACKGROUND
Since the late 20th century, democracy has developed in Europe and America. In the early 21st century, democracy has expanded to Asia and Africa. Democracy now become a global phenomenon. Democracy, as the record of Samuel P. Huntington (1991), is as “the third wave of democratization” that describing the global trend that has seen in more than 60 countries in Europe, Latin America, Asia, and Africa. Democracy carried out some principles: “power to the people”, equality – equal before the law and equal access to power;  freedom – legitimized human rights and liberties protected by a constitution – of speech and of the press; free competition;  and pluralism. Now the world is in the era of global trend of democracy.

The wave of democracy has influence the dynamics of public organization, a well known institution model related to governmental, non-profit, and non-governmental organizations.  The dynamic of public organization management  in response to democratic era, now encompasses more challenging issues.  The issues such the shifting paradigm from government to governance  could be seen as the trend drives to the reform of government. The concept of governance means that the government must improves the functions of public organization management process. The process must be efficiently, effectiveness, responsiveness, transparently, participative, and accountable. Other important issues are the growing of  gender mainstreaming, public policy processes and the dynamic of civil society which have demanded a changing management of public organization. The most important thing so that public organization could challenge in the democratic era is to improve and develop a new public organization management.  Therefore , public organization  needs to respond, explore and develop innovative management.  It challenges the scholars and practitioners to explore and develop new models of public organization management by drawing the experience and lessons learned of their countries.

 

This international conference  invites Academicians, Lecturers, students, professionals, politicians, bureaucrats, organization leaders, and public management practitioners who have concern to public organization management Public Organization management is grounded in various practices, discourses and realities with respect to the human life. The conference will focus on multiple approaches and multiple themes on how to develop and challenge the public organization management

CONFERENCE OBJECTIVE

 2.  To explore the development of theoretical, concept and practical aspects of public

 3.  To explore the methodology and future reflection of public organization management

PAPER PUBLICATIONS 
Selected papers at the conference will be published in the Journal of Govermental Studies published by Korea University with the terms and conditions applicable

 15.  Our staff will announce the selected abstract of the proposal on the August 8th  2010
16.  Our staff will forward the reviewer committee members' comments and requirements for edits and revisions  to the presenters by October 1st 2010.
 17. Presenters are required to submit their revised presentations and handout materials for posting on the   Conference Participants' website by November 1st 2010
